Preheat the oven to 350°F and grease a 9 inch square baking tin.
In a medium saucepan, melt together the butter and the two sugars and remove from heat.
Combine the flour, cocoa powder, baking powder, and salt in a bowl and set aside.
Mix the eggs and vanilla into the butter and sugar mixture. Then add in the dry ingredients until just incorporated.
Add the white vinegar and food coloring gel and mix to combine. Adjust the food coloring amount if you want a more red brownie or if you are using regular food coloring instead of a gel concentrate.
Pour the batter into the prepared tin and sprinkle the white chocolate chips across the top.
Bake for 40-45 minutes, or until a skewer inserted into the center comes out clean.
